A short while ago, we received an application from German Shepherd Rescue Oklahoma City about the German Shepherd, “Xena.” Caesar was a sick 8-year-old dog who had been dropped off at the city’s shelter by its owner, who claimed he was a stray. The owner had created and chained the dog outside, leaving him starved and frozen. His body was covered with mud, snow, and frozen ground.
